这里政府知道的土地，知道后面应该是knows的宾语，所以应该用what来引导，首先排除A和D
C楼主打错了，应该是what it be with it.既然是比较句，前面用了there is那么就应该用be动词来进行比较，因此不应该用to do这种不定式而用be就很好的做到了前后呼应
