Do it in this way and mainly consider the factors of two respects: First, because the population there is limited in scale ,the small towns, even counties and county-level cities, generally it's very difficult to be detailed into several business circle. Second, small towns' building and expandind pace are not as fast as the cities' , that is to say new state buying system , form relatively slow very much as big city. If the chain stores are opened on the edge of the cities and towns, there is little flow of passengers at ordinary times, the natural sales amount can not go up. In addition, the chain stores must be opened by the traffic artery of the cities and towns , to let the rural consumers coming from far away be easy to arrive.
