内容摘要：随着旅游业的发展，旅游区的水污染问题日趋严重，从而也暴露出了黑龙江省乃至全国在旅游区水环境法律保护上的一些不足。本文首先简要概述了我国旅游区水环境问题，指出这一问题具有普遍性，然后进一步阐述了黑龙江省目前旅游区存在的水环境问题的现状及其成因,介绍了黑龙江省在改善旅游区水环境方面做出的具体努力，最后分析了全国及黑龙江省旅游区水环境保护的法律现状,着重指出现有法律存在的不足,并针对这些不足从立法、管理、执法、宣传等方面提出了一些完善黑龙江省旅游区水环境法律保护的建议.

Abstract:
With the development of tourism industry, the water pollution in the tourism area is more and more serious which reveals some weakness in legal protection for water environment in tourism area in Heilongjiang province even all around China.
First, this artilce mainly illustrates the water environment problem in Chinese tourism areas, points out the common nature of this problem, then further explains the currunt situation and its reasons about water environment existing in tourism areas of Heilongjiang province, introduces the detailed efforts for improving the water environment by Heilongjiang province and at last analyzes the current legal situation on water environment protection for tourism areas of Heilongjiang provinces even all China.
The article emphasizes on the existing weakness in law at present and proposes some suggestion for legal protection on improving water environment of tourism areas of Heilongjiang province in aspects of legislation, management, implementation and publicity etc.
