请参考国际标准化组织出版的jpeg标准: ISO/IEC IS 10918-1 或 ITU-T IS 10918。
不知道有没有中译本。该标准的内容有4大部分：
第一部分（静态JPEG基本标准） - The basic JPEG standard, which defines many options and alternatives for the coding of still images of photographic quality
第二部分 - which sets rules and checks for making sure software conforms to Part 1
第三部分- set up to add a set of extensions to improve the standard, including the SPIFF file format
第四部分 - defines methods for registering some of the parameters used to extend JPEG
新jpeg2000标准是在上述基础上对jpeg作了改进，目的是减小图质损失。
