他是否去是他自己的事情,有他自己决定
主语从句,表达 "是否发生什么事情" ,只能用whether or not,一般直接用whether即可（省略or not）。

条件状语从句（if不能用于这个用法）

这句话意思是，反正我是要去的，她是不是去就她自己决定吧。
