Regions are replacing nations as the principle competitive instrument for trade and economic development. Across all regions and cities of the world there is growing specialisation and concentration or clustering of industries in response to increasing competition, outsourcing and corporate downsizing as a result of national economic reforms and globalisation. Industry clusters have become an important instrument for building economic capacity for regions to compete in the global market place. Regions that have established highly specialised industry clusters have shown consistent performance, both in economic development and in improvements to quality of life.
