One explanation for the consistent finding of little effects of educational interventions therefore is that there may be not only random, but also this systematic error, of unknown magnitude and direction. This error may be generated as a consequence of the educational intervention, and has an effect that resembles a regression towards the mean. So if superb education is given, students may need to study less to pass examinations, whereas inferior education requires more studying to meet the same examination standards.
