This article is written with the purpose of making a research on how to encourage the workers of state-owned enterprises efficiently, how to keep their positivity and creativity in best situation, help the state-owned enterprises realize the unity between individual goals and organization goals，and to enhance the cooperation in the enterprises and promote cooperation and unity among each inside parts.Based on the knowledge of the present incentive system，this article covers the following three items: First, it introduces the meaning of incentive system and analyzes its function; secondly, it analyzes the present situation of incentive system of state-owned enterprises and then makes a further study on the shortcomings of the existing system, and the reasons why these shortcomings exist; and finally, we have proposed some adjusting policies to the problems found previously, thus state-owned enterprises could attract more talented people and encourage the workers to work harder, and a good incentive system will be formed, and in this way state-owned enterprises will be more competitive.
