Social Protection for Chinese Peasant Workers: Plugging a Policy Vacuum

Peasant workers have emerged as a new stratum of the Chinese working class following the lifting of the mobility controls that rigidly separated rural and urban society during the days of the planned economy. 120 million rural migrants now work in Chinese cities. Despite their numerical strength, they experience discrimination and marginality because of their rural registration status. One dimension of their deprivation is ineligibility for social protection. As temporary residents and as casual employees in the non-state and informal economy, rural migrants are excluded from the state distribution and welfare regimes in the vast majority of cities. Specifically, they do not qualify for regular jobs, social security, assisted housing, subsidized education (for their children), healthcare and social assistance.

This study seeks to examine the social situation of peasant workers, their eligibility for or exclusion from social benefits, the resultant coping strategies, their perceived needs and difficulties, and their expectations of social protection. In particular, it assesses the feasibility of extending social protection to migrant workers, the sundry implications this entails, and the role of the state and civil society in empowering peasant workers.
