摘要:网络银行是国际银行业发展的趋势，它将促使金融市场更加自由、开放。近年来我国网络银行发展迅速，对外经济和金融发展的影响已经不容忽视。但是，由于缺乏对网络银行的合理规划，在网络银行的发展战略、经营战略、风险控制、产品创新、监管等方面存在着较大的缺陷。完善与网络银行相关的法律和法规、提高网络金融的技术水平、充分考虑网络银行业务的风险,建立统一监管模式,是促进我国网络银行健康发展的基本保障。建立在相对独立的电子银行管理部门和监管问题，全面控制网络银行业务的风险，提高监管的有效性，对于提高我国银行业的发展水平和竞争能力，有着积极的作用。
Abstract: E-bank is the trend of the development of international banking which will accelerate the financial market more free and open. Recently the E-bank in our country develops quickly whose impact on outboard economy and commerce development cannot be ignored. However, because of being lack of the reasonable planning for E-bank, there are big flaws in developing strategy, management strategy, risk control, product innovation, supervising and managing, and so on. Therefore, how to enhance the laws and regulation relevant to E-bank, increase the tecnology level of network finance, consider the fisk of E-bank service thoroughly, establish united supervision pattern, are the fundamental safeguard for promoting healthy development of our E-bank. The establishment in the relatively independent E-bank control section and the general control on the risk of E-bank, as well as enhancing the efficiency of supervising and managing, play the positive role in increasing the whole level of competition ability of our banking industry.
