over本身所具有的一个意思是“与……相关”，指由兴趣、担忧、讨论等引起的。见剑桥高级词典的英文释意：

因此，这里over作为介词引出的是suspend loan的原因，即出于对腐败方面的考虑
而第二段话中的over是concern本身可使用的介词，同样可见剑桥高级词典中的解释和例句。

因此，这两个虽然都是concern和over同时出现，但前者不是固定搭配，而后者才是concern的固定搭配。
