这是一个反意疑问句。反意疑问句中，谓语动词前后要一致，故用后面is；且前面是肯定语气，后面就一定是否定语气。如果前面是否定语气则后面用肯定。（注意：hardly等词表示否定语气）

不选a的原因是 late 也有表示副词的用法 而lately并不是late的副词形式
lately的意思是 最近地 近来地

不是虚拟语气，而是if 引导的条件状语从句

if引导的对将来情况的假设的句式结构是这样的

（1）should/were to ＋动词原型＋主语＋should/were to ＋动词原型
（2）动词的过去式＋主语＋could＋动词原型

没错，这里是考虚拟语气 又如：
You told her to come, didn't you?
你告诉她要来，是吧？

2.he doesn't drive yet ,but he wants __( )

答案是D：
He doesn't drive yet, but he wants a car of his own.
他还没开车，但他想要一辆属于他自己的车。
这里a car of his own里面的"of his own"是修饰"a car"的
如果先把"of his own"那开的话，那这句话就是：
He doesn't drive yet, but he wants a car.
他还没开车，但是他想要一辆车。

那么如果我们再把"of his own"加回这句话里 "of his own"就变成了修饰语 我这么说明白么？呵呵~~听起来好像很confusing 我再给你一个例子：
She doesn't know how to use computers yet, but she wants a computer of her own.
她还不知道怎么用电脑，但她想要一台属于她自己的电脑。

同样，这里的"of her own"是"a computer"的修饰语 来修饰这“一台电脑”是“属于她的”

late是一个ajective and an adverb
如果是lately的话 那么这句话的意思就变了 因为lately没有"晚"的意思 到有“最近的”的意思 就像"recently"一样

If their train arrives late, we will not make it to the theater on time.
如果火车迟到了，我们将不会按时到达戏院。

因为arrives 是现代时 而后面make也是现代时 所以要选"we will"而不是"we would"
如果选"we would"的的话 那么这句话 就要变成：
If their train had arrived late, we would not have made it to the theater on time.
那么在这里 前面后面都要变成过去分式 arrive要变成had arrived，后面make要变成"have made"
