信息化作为当今世界的一个重要标志，已经深入到社会经济生活的各个方面，而我国政府在提高人口管理，解决经济发展后顾之忧的尝试中，也运用了信息数字化管理的形式——第二代居民身份证。由于第二代居民身份证所采用的技术使其具备了第一代居民身份证所无法具备的更高的防伪性和更加便利的操作性，因此成为实现公民信息数字化管理和最终形成电子化政府过程中的一种有效途径。本文首先通过两代居民身份证功能的对比，以及与国外相似性质相似技术的公民身份证明的对比，提炼出我国具有“IC”性质的第二代身份证的差异和特点，并以此分析其在公民信息数字化管理中的作用形式。其次，对于第二代居民身份证在信息储存项目与居民个人隐私之间存在的问题提出个人看法。笔者认为，解决好信息储存项目与居民个人隐私两者间的矛盾对于进一步实现公民信息数字化管理，最终实现电子化政府具有重要意义。
