从2003年1月28日起，英国内政部改革现行移民制度，借鉴美国和加拿大的有关制度和“绿卡”体系，推行高技术移民政策。这是30年来，英国首次对外开放它的移民政策。这项政策实施后，将有大量的技术移民能够合法来英工作。相对于美国、加拿大、澳洲和新西兰来说，英国移民政策要简单、宽松和快速的多。目前，英国对高技术移民的年龄、职业类别和英语水平并没有任何限制，只要符合条件，任何人都可以申请全家移民到英国。

由于刚刚开始办理，知道的人很少，一般移民申请在一个半月左右即可获得批准。在取得移民资格后，新移民可以英国自由的寻找工作或创办企业，四年后，他们会成为拥有英国永久居留权的居民，第五年时即可申请英国护照，成为英国公民。

英政府改革现行移民制度主要有两个目的，一是解决英国技术劳工的短缺问题，二是通过开辟合法移民渠道，让那些以进行非法移民活动牟取暴利的国际人口走私集团失去“市场”。

英国在不少领域都面临着劳动力不足的问题。有些带有普遍性，如公立医院缺少医生和护理人员、中小学普遍缺老师、制造业和零售业缺少工人和服务人员；有些问题是区域性的，如伦敦及英国东南部地区特别缺乏IT人才；还有的问题带有季节性，比如在农忙季节英国不少农场都雇不到足够的人手采摘果实。新移民政策将与国内经济需求挂钩，为那些想在英国找工作或创业的人提供一条由政府控制的合法途径。

按照美国式的“绿卡”制度，符合条件的申请人在英国工作四年后会成为拥有英国永久居留权的居民。30年来，英国的合法移民只包括那些在英国有亲属或配偶的人和至少拥有25万英镑资产并在英国投资兴业的人。除了欧盟国家以外，其它地区的普通申请者很难合法地进入英国。于是一些人口走私团伙乘虚而入，大肆组织偷渡活动，向英国秘密输入非法劳工并从中渔利。

英国《卫报》曾就移民和“避难”政策问题作过一次民意调查。调查结果显示，英国公众大部分都支持政府推行新的移民政策，允许一定数量的技术移民进入英国。英国工商界也对“绿卡”制度表示欢迎，这样雇主们就可以直接在一批“现成”的合法外来移民中选择所需的人才了。英舆论认为，开放的移民政策不仅有利于英国吸引海外人才，也可以缓解因人口老龄化而导致的国家税收和社会福利问题。英《每日电讯报》的一篇文章称，英国每年需要引进100万移民才能维持一定的社会福利水平，否则下一代人的退休年龄就得推迟到75岁。所以，英国“绿卡”不仅和那些想到英国工作的外国人有关，同时也与英国普通百姓的生活密切相关。

和美国相比，英国非法劳工人数与合法移民人数之间的比例严重失调。英国平均每年批准7.3万左右申请人为合法移民。但去年一年有近10万人申请“避难”，其中大部分都是非法入境者；美国目前有近1600万移民就业，其中500万属于非法劳工。实行“绿卡”计划后，英合法移民人数在近几年内将有所上升。

目前英国绿卡只限技术移民
很多人都知道加国，澳洲有技术移民，其实英国也有，check the following points criteria。

Highly Skilled Migrant Programme (HSMP) - UK Green Card

The UK government operates a programme to allow individuals to seek entry to work in the United Kingdom without having a prior offer of employment.

The HSMP aims to provide an individual route for highly skilled persons who have the skills and experience required by the United Kingdom to compete in the global economy.

For a successful application you will need to provide evidence that you score 75 points or more in the categories set out below and demonstrate that you will be able to continue your career in the United Kingdom. Please note that you do not have to score points in all categories to qualify under the programme, as long as you score at total of at least 75 points. You will need to show that you can support yourself and your family in the UK without using public funds during your stay. Please note that this is a requirement for both entry and extension of stay under HSMP.

5 years work experience in a graduate level job including senior or specialist level work experience for two years - This is likely to mean a high level management position in a small or large company or a specialist position requiring a very high level of technical or artistic - 35 points
10 years work experience in a graduate level job including senior or specialist level work experience for 5 years - 50 points

我刚拿到这个签证。

To my understanding, 如果找不到工作，但如果你有economic activity也可能获得Leave to Remain for the next 3 years; not very sure.

其实HSMP跟我们通常理解的加拿大等国的移民不是一个概念。首先你在英国必须找到(职位需要degree的)工作，labour 不算。如果第一年你成功，则再给你三年，这样第四年下来你才可得到"绿卡"。个人认为，非常challenging, 尤其是第一年。而在加拿大，你一蹋上她的土地，你就享有与公民差不多的权利(当然还有义务)。

我是学计算机的，不过我现在用SAS（programming). 工作没搞定, 寄希望到UK 后找, 今天刚刚发了几个CV. 心理也没低，主要是English 语言, 我这行对语言要求高。实在不行自某职业了，开个公司, 搞点软件开发, 服务什么的。

我没通过中介，全自己办。要想找中介，就找英国的, 既专业，化钱也少, 信息还快, 也准。无非就是咨询咨询需要准备什么材料。英国咨询公司要价75 pound, 而国内的，要将近3000$ (约25,000RMB), 相差25倍。现在网络这么发达，没必要找中介公司。

办理HSMP很快，我的case用了18天，从邮材料到收到approval, 包括国内到UK的来回的邮寄时间。要求提供英语能力的证明，我提供了两年前的Ielts, 不高，5.5, 不过我还提供了其它证明英语能力的材料。Toefle 也行，什么都行，只要你证明你的英语能力可以在英国从事你的职业。推荐信也行, 但要真实可信。
