如果是a meeting 的话，两个都可以用
A: I called you but there was no answer.
B: I was at a meeting. or I was in a meeting.

但是，the meeting 是特指的meeting, in 比较恰当
In the meeting on Monday, Jerry did his presentation.

应该是at the meeting,比较合适
