This paper analyzes the data of temporal and spatial changes of the cultivated land acreage using comparative analysis combined with qualitative & quantitive analysis with Wuhan as the case, concludes the characteristics of the non-agricultural circulation of cultivated land，and anatomizes the impetus factors of the non-agricultural circulation of cultivated land in Wuhan. Then the author specially suggests that we should take the full advantage of the stock of city land, utilize the city land thriftily and intensively, and protect the cultivated land strictly. It has practical significance to solve the contradictions between “Food ” and “Construction”, and between “City development” and “Cultivated land protection”.

In recent years, unceasingly sped up along with our country urbanization, the urban development and the construction used the rapid expansion, the massive suburb agriculture used to transfer the construction to use to use, intensified our country's person contradictory. In the development urbanization advancement plants crops the protection the research, the realization farming total quantity dynamical equilibrium, provides the powerful safeguard to our country's food security. This article take Wuhan as an example, using the comparison analytic method, qualitative and the quantitative analysis unifies the research technique, has carried on the time variation and the spatial variation analysis to the recent years cultivated area data, obtains plants crops the characteristic which the non-agriculture pasts, and analyzed this city to plant crops the power factor which the non-agriculture pasted, then proposed the full use city storage quantity land, intensive and saved uses the city land, protected the farming strictly the specific measures. To solves our country “to eat meal” and “the construction”, “the urban development” and “the farming protection” the between contradiction has the practical significance.
