最高级前一定要加The。
这个句子里的中国银行（Bank of China）是特指要加the。
还有，语言是约定俗成的东西，有时候不是完全按语法的条条框框来的。

你老师讲错了，Bank of China这些用非专有名词组成的都有加the。
如 the Mediterranean Sea,the United States of America。就它们的意思来讲是专有的，如美国算专有名词，但全称是由非专有名词united states构成，所以要加定冠词。the Bank of China,the Agricultural Bank of China也是如此。
